Why are police scanners going silent?
Channels that carried open dispatch traffic for decades have been going quiet. The cause is usually not a technical fault or a dead feed: it is encryption, and once a talkgroup is encrypted no receiver and no app can recover the audio.
What encryption changes
An encrypted transmission is scrambled so that only radios holding the key can decode it. Unlike a digital or trunked system, which is merely harder to follow, encryption is absolute. A scanner sees that a transmission is happening and hears nothing usable. There is no setting, no better antenna and no app that changes that.
This also means an encrypted feed cannot be fixed by whoever runs it. When a long standing feed disappears, encryption is the most common explanation.
What is driving it
- Radio replacement cycles. Modern radios support encryption as standard. Agencies replacing ageing equipment often enable it by default rather than as a deliberate policy choice.
- Officer safety arguments. Departments cite concerns about suspects monitoring responses, particularly during pursuits and tactical operations.
- Privacy and data rules. Radio traffic can include personal information such as names, addresses, medical details and criminal history checks. Some encryption is driven by rules governing that data rather than by secrecy about operations.
- Grants and standards. Funding programmes and interoperability standards sometimes push agencies toward encrypted configurations.
The argument against blanket encryption
Open radio has served purposes beyond hobby listening. Journalists have used it to cover incidents, researchers to study response times, and residents to know what is happening on their own street. Neighbouring agencies, tow operators and volunteer responders have historically coordinated over open channels.
Several jurisdictions have responded with middle positions: encrypting tactical and records channels while leaving dispatch open, providing delayed public streams, or granting decryption access to credentialed media. Others have encrypted everything. Some have reversed course after public pressure. This is an active policy argument rather than a settled question.
What you can still hear
Plenty. Encryption has spread unevenly, and large categories remain open in most areas.
- Fire and EMS are encrypted far less often than police, partly because fire ground operations benefit from mutual aid crews hearing each other.
- Aviation is effectively never encrypted. Air traffic control is open by design and by international convention.
- Marine and rail traffic remains largely open.
- Weather broadcasts and storm spotter nets are public by purpose.
- Many police agencies still run open dispatch, especially smaller departments and those on older systems.
How to tell encryption from a broken feed
They look similar from the outside, but there are tells. A broken feed usually fails to connect at all, or produces silence with no activity. An encrypted talkgroup often shows activity while producing nothing audible, or a short burst of digital noise. If a feed you relied on went quiet at the same time as other feeds from the same agency, the likely explanation is an agency wide change rather than a feed problem.

What listeners can do
Encryption decisions are usually made locally, by a city council, county board or police commission, and they are frequently made without much public discussion. Where communities have pushed back and asked for dispatch channels to stay open while sensitive channels are encrypted, some agencies have adopted that split. Whatever your view, the decision is a local political one rather than a technical inevitability.
